With the view “have to develop infrastructure ahead”, in the past years, Vinh Phuc has issued many mechanisms, policies and prioritized resources for the development of transport systems in order to create a comprehensive infrastructure so that the province can further attract investment, promote the socio-economic development.
Remove the “knot” of traffic infrastructure
People visiting or passing Vinh Phuc in the recent years have been impressive by the breakthrough in the socio-economic development, investment attraction and urban infrastructure development of the province. In which, the transport network has been synchronously invested, creating a connection among localities and industrial parks, among Vinh Phuc and neighboring provinces, cities, creating momentum for the socio- social growth.
Nguyen Van Dung, Head of Transport Infrastructure Management Department, Department of Transportation said: In 1997, the transport system in Vinh Phuc had many problems and restrictions. Four national highways were 2B, 2C, QL23 and QL2 passing through the province with a total length of 109km, there were 99km of crushed stone road and 10km of gravel road. Five provincial roads of 80km length, 50km of road, 30km of asphalted road but poor quality. The railway system, river transport was not developed. The roads from Vinh Yen town to the center of the districts were severely degraded. Along with that, more than 3,000 km of rural roads were mainly small land roads, the rate of hardening of road surface was only 2.6%. Vinh Phuc was only connected to the capital of Hanoi and Northwest provinces by the National Highway 2 that was degraded, narrow road surface, did not meet the increasing density of means of transport.
Recognizing that transport infrastructure development is a crucial and decisive element to the socio-economic development and to remove each knot on the transport infrastructure, immediately after the re-establishment, Vinh Phuc issued Regulations transport development plann of Vinh Phuc province in 1997-2010; planning on development of road transport in 2003-2010 and orientations to 2020; transport development plan of Vinh Phuc up to 2020 with a vision to 2030; promulgated mechanisms to support rural transport development in 2009-2015 and 2017-2020; mechanism on supporting the development of intra-field traffic in the period of 2011-2020, creating a movement of hardening the surface of rural roads widely in districts, cities. Particularly, in addition to the investment capital of the Central government and the provincial reciprocal capital, the province issued many mechanisms and policies to encourage and attract investors in the field of transport in the form of BOT, PPP, BTO, BT …
With the focused, strategic investment, up to now, the road system in Vinh Phuc has been increasingly developed, meeting the needs of economic and trade development of the local. According to the Department of Transportation, the province has 24 provincial roads, 330 km with 100% hardening rate. The roads from the provincial administrative center to the district center have been expanded, upgraded to double lines with a rigid separator. Along with that, belt roads, centripetal roads, industrial parks, tourist areas, arterial roads through the localities have been renovated, upgraded, new investment with the total amount of money up. Tens of thousands of billions of VND, such as: road from Bi La bridge to Lap Thach town center; the ring road from the intersection of National Highway 2 with the passage of Vinh Yen in Quat Luu (Binh Xuyen); Hop Thinh socio-economic cliff; the road from Bi La bridge to Lap Thach town center; belt road 2 from the intersection of National Highway 2 with Huong Canh – Tan Phong (Binh Xuyen); provincial road 301 (intersection Nguyen Tat Thanh, Phuc Yen town to Dai Lai tourist site); Hop Thinh – Dao Tu; road to Ba Thien industrial zone (Binh Xuyen); Hop Chau – Dong Tinh …
In particular, in order to attract more and more tourists to Vinh Phuc, in the end of December 2016, Vinh Phuc started the construction of renovating National Highway 2B from Chan Suoi bridge to Tam Dao resort. 1. This is considered as a breakthrough to successfully implement the Resolution No. 01 of the provincial Party Committee on tourism and services development in Vinh Phuc province in 2011-2020.
Mobilize investment resources, open more connected roads
Investing in transport infrastructure to create motivation for the socio-economic development is inevitable. However, in the context of limited state budget, it is necessary to invest in many fields at the same time to attract investment resources to upgrade Noi Bai – Vinh Yen highway in the form of BOT is considered as a new direction, an optimal solution to ensure the interests of the State, people and enterprises.
Mr. Tran Quoc Bien, General Director of BOT National Highway No.2 Joint Stock Company, said that the project of renovating and upgrading Highway No. 2 Noi Bai – Vinh Yen from Km7 + 880 to Km29 + 800 by BOT National Joint Stock Company Highway 2 is the first traffic project in Vinh Phuc to be implemented in the form of BOT. The project was started construction in February 2005 with the total investment of over 772 billion VND, including 22km of asphalted roads, many branch lines linking with Phuc Yen town, Binh Xuyen district, Tien Chau, Tam Canh, Lo Cang (Vinh Phuc province), Kim Anh, Xuan Phuong (Hanoi) and 2 highways. Road up to grade 2 delta road standard, design speed up to 80 km / h; road width from 28 – 30m, road surface width of 23m, including 4 motor lanes and 2 lanes of rudimentary. The project has been approved by the Ministry of Transport to BOT National Highway No.2 Joint Stock Company to collect the 2009 return fee.
According to the Department of Transportation, after more than 10 years, with hundreds of thousands of vehicles passing through this route every day, the project shortens the road, is the blood route connecting Vinh Phuc, Phu Tho and some northwestern provinces to Hanoi city, creates favorable conditions for thousands households living along the road to develop business and increase income, improving the competitiveness in attracting investment and boosting socio-economic development in localities. Up to now, there have been two road projects in BOT and at the end of 2016, the provincial People’s Committee approved the proposal to link the Tam Dao I tourist site with Tam Dao II tourist site under BOT with the total estimated cost of 61.8 billion and is conducting the selection of investors.
Mr. Nguyen Van Dung, Head of Transport Infrastructure Management division, Department of Transportation, said that in order to keep traffic ahead of the road, in addition to invest new construction and upgrade national roads, district roads, ring road, Vinh Phuc also attaches importance to the development of branch roads, inner roads, creating a strong connection among regions, for example, the parallel railway of Hanoi – Lao Cai has a length of 3 km, with a total investment of nearly 200 billion invested by the Department of Construction. Although in the process of construction, the project faced many difficulties and obstacles in the clearance, but after 2 years of construction, the project was completed and put into use on the occasion of Vinh Phuc 20th re-establishment anniversary. With thousands of means of transporting each day, this route not only creates a hightlight for Vinh Phuc urban area, creates landscapes for Ho Chi Minh square but also reduces the traffic flow through the roads of Me Linh , Nguyen Tat Thanh, avoid causing traffic jam, especially after working hour in Khai Quang industrial zone.
The 10 km-long Hop Chau – Dong Tinh route, after 8 months of operation, the route has contributed to change the appearance of communes along the road and opening opportunities for the regional economic development. Specifically, the route also contributes to link National Highway 2B and 2C, linking with DT310, Noi Bai – Lao Cai expressway, exploiting surplus land fund of Tam Dao and Tam Duong districts to develop industrial parks along both sides, linking and connecting industrial zones of Tam Duong and Binh Xuyen districts. In addition, the route also serves tourism development when connecting National Highway 2B to Tam Dao resort, connecting provincial road 310 to Dai Lai lake.
After 21 years of re-establishment, from the removal of each “knot” to mobilize investment resources, Vinh Phuc has formed a synchronous transport network, creating “leverage” important in socio- including the following projects: Noi Bai – Lao Cai highway passing through the territory of Vinh Phuc province, length of 41km, from Km7 + 700 to Km47 + 900 and set up It has 5 traffic junctions, contributing to creating favorable conditions for attracting investment and development of industry, tourism and services in the province with other provinces and cities nationwide. The renovation and upgrading of National Highway 2, Noi Bai – Vinh Yen section in the BOT form, put into operation and use in 2008, plays an important role in linking the northern economic triangle of Ha Noi, Hai Phong and Quang Ninh. The project to renovate and upgrade National Highway 2C of 48 km from Vinh Thinh bridge (Vinh Tuong) to Quang Son commune (Lap Thach district) will connect with Hanoi capital to promote the development of the northern key economic region. Ring road 1, 2,3 is in a closed investment, of which, belt road 2 of Vinh Yen city, from Ton Duc Thang road to the intersection of national highway 2 and national highway 2 to avoid. Vinh Yen; The new planning route through the regulating lake from Tan Phong (Binh Xuyen) to Trung Nguyen (Yen Lac) and Hoi Hop (Vinh Yen) has been basically completed and put into operation, creating a connection between localities in the province.
Together with the investment and upgrading of roads, the transport sector has made efforts on building and developing the transport sector for the cause of socio-economic development, and the process of industrialization and modernization, and the local economy. There are 8 bus routes across district centers; bus stations, bus stops, taxi and parking lots have been upgraded, promoting effectiveness, reducing personal means of transportation, meeting the travel needs of people, students, employees, contributing significantly to reduce congestion and traffic accidents.
According to the assessment of the provincial People’s Committee, by investment the infrastructure is now relatively modern, synchronous and highly connected among districts in the province and northern provinces, the Red River Delta, then creating competitive advantages in terms of infrastructure in attracting investment and industrial development. By 2017, the province has 939 investment projects in force, including 260 FDI projects with the total registered capital of 3.7 billion USD; 679 DDI projects with more than 67,500 billion VND. The development of the industry, stable production enterprises have contributed to increase the total production value in the province by 7.68% in 2016. The economic structure has shifted positively, industry – construction accounts for 59.6%; agriculture, forestry and fisheries account for 8.5%; services accounted for 31.8%. The average income per capita reached VND 79 million / person / year, making an increase of VND 4 million / person / year compared to 2016.
Need a complete solution
Aiming to become a modern industrial province and Vinh Phuc city in 2020, at present, with investment promotion and environment improvement, Vinh Phuc identifies one of factors keeping investors is the investment in upgrading the synchronous transport infrastructure. Therefore, in the public investment plan, the province always prioritizes and allocates resources for investment in transportation development. Specifically, in 2017, the province spent 825/1,200 billion dong and in 2018 will spend 1,105 / 3,952 billion dong of the investment capital for the key works in this field.

Besides, the entire national highway 2 will be renovated and repaired from Noi Bai to Vinh Yen; upgrading and expanding the section from Vinh Yen to Viet Tri; complete 3 ring roads, 10 centripetal axes and main inner-city roads, including: belt road 5 of Hanoi capital, passing through Vinh Phuc province, from IC5 intersection of Noi Bai – Lao Cai expressway Highway 2C, Trung Ha bridge connecting Vinh Phuc with Hanoi capital, ring road 2, ring road 3, Tay Thien – Tam Son road; continue to upgrade and expand asphalt concrete for provincial roads, district roads; build intelligent traffic system of Vinh Phuc province under the Smart City of Vinh Phuc. By 2020, Vinh Phuc will have 100% of the rural road system, the field traffic will be hardened and 112/112 communes under the neww rural criteria.
According to Mr. Hoang Van Minh, the demand for investment capital to ovrepair the “knots” of the transport sector is very large; expectedly from now to 2020, this number is about 14,840 billion. Of which, the capital for road infrastructure construction is about VND 8,760 billion; investment capital of transport means is about VND 6,073 billion and mechanical engineering traffic is about VND 9 billion.
“Along with taking advantage of the investment capital from the Central budget and the provincial budget, the transport sector will advise the provincial People’s Committee to promulgate mechanisms and policies to encourage and attract investors to transport sector under BOT, PPP, BTO, BT. Because investment in these routes will promote efficiency, create transport infrastructure to meet the requirements of the local, regional and national economic development. The implementation time of BOT and PPP projects is faster than that of projects funded by the State budget, that help the projects to be exploited, used effectively. In addition, the mobilization of investment under the above forms will take advantage of resources from the society, reduce the pressure of investment capital by the State budget.
